(QGHGY [2017] No. 016) and in accordance with the Interim Measures for the Environmental Protection Acceptance of Construction Project Completion (GHGHEP [2017] No. 4), In strict accordance with the relevant national laws and regulations, the technical specifications for environmental protection acceptance of the completion of construction projects, the environmental impact assessment report form and the filing documents of the "regional environmental assessment+environmental standards" reform project environmental impact registration form, the completion environmental protection acceptance of the 150000 cubic meters of aerated concrete blocks and 60 million standard brick autoclaved brick production line project of Zhejiang Wuyi Shenlong Flotation Co., Ltd. Building Materials Branch was carried out. The acceptance meeting was attended by representatives and specially invited experts from Zhejiang Wuyi Shenlong Flotation Co., Ltd. Building Materials Branch (construction unit), Zhejiang Biyang Environmental Engineering Technology Co., Ltd. (environmental assessment unit), Wuyi Qingyuan Environmental Protection Technology Co., Ltd. (acceptance monitoring and acceptance report preparation unit) and other units, and the participants formed an acceptance group (personnel list attached). The pre-meeting acceptance team inspected the construction and operation of the environmental protection facilities of the project on the spot, and listened to the report of the construction unit on the implementation of the environmental protection of the project and the report of Wuyi Qingyuan Environmental Protection Technology Co., Ltd. on the monitoring of the environmental protection acceptance of the completion of the project. After careful discussion, the opinions on the environmental protection acceptance of the completion are formed as follows:
1、 Basic information of project construction
(1) Construction site, scale and main construction contents
The building materials branch of Zhejiang Wuyi Shenlong Flotation Co., Ltd. was established in August 2011, and its business scope is the manufacture and sales of aerated concrete blocks for the production of mineral processing tailings. From August 2011 to November 2019, he was mainly engaged in the sales of aerated concrete blocks, without actual production sites. Now, according to the market demand and the enterprise's own development needs, the enterprise has decided to invest 41 million yuan to rent the idle plant of Zhejiang Wuyi Shenlong Flotation Co., Ltd. located at No. 1 Chaojie Road, Huyan Industrial Zone, Quanxi Town, to build a production line project with an annual output of 150000 cubic meters of aerated concrete blocks and 60 million standard brick autoclaved bricks. The project uses raw materials such as water, tailings sand, coal slag, sludge from municipal sewage treatment plant, etc; The aerated concrete block adopts production processes such as grinding, mixing and pouring, static curing and steam curing, and equipment such as ball mill, pouring mixer, mold car, steam curing car, etc. are purchased; Standard brick autoclaved brick adopts measuring, forming, cutting and other production processes, and purchases mixing spiral electronic scale, molding machine, cutting unit and other equipment. After the completion of the project, a production line with an annual output of 150000 cubic meters of aerated concrete blocks and 60 million standard brick autoclaved bricks will be formed. The project has been filed with Wuyi Economic and Commercial Bureau with the project code of 2019-330723-30-03-827075.
(2) Construction process and environmental protection approval
In January 2020, Zhejiang Wuyi Shenlong Flotation Co., Ltd. Building Materials Branch entrusted Zhejiang Biyang Environmental Engineering Technology Co., Ltd. to prepare the Environmental Impact Registration Form for the Production Line Project of 150000 cubic meters of aerated concrete blocks and 60 million standard brick autoclaved bricks produced by Zhejiang Wuyi Shenlong Flotation Co., Ltd. Building Materials Branch. On March 24, 2020, Jinhua Ecological Environment Bureau approved the project with the document JHJWB No. 2020039.
(3) Investment
The actual total investment of the project is 41 million yuan, including 370000 yuan for environmental protection, accounting for 0.7% of the total investment.
(4) Acceptance scope
The scope of this acceptance is the overall acceptance of 150000 cubic meters of aerated concrete blocks and 60 million standard bricks autoclaved brick production line projects. Check and accept the implementation of environmental protection equipment (measures) of the overall implementation project, the discharge of pollutants up to standard and the total amount control.

4、 Commissioning effect of environmental protection facilities
(1) Waste gas monitoring conclusion
During the acceptance monitoring, the emission concentration and emission rate of particulate matter at the outlet of the exhaust funnel of the respiratory waste gas in the cement silo and the outlet of the exhaust funnel of the respiratory waste gas in the lime silo meet the Class II standard in Table 2 of the Comprehensive Emission Standard of Air Pollutants (GB16297-1996).
The maximum concentration of particulate matter discharged unorganized at the plant boundary conforms to the Integrated Emission Standard of Air Pollutants
(GB16297-1996) Table 2 Monitoring concentration limits of fugitive emission; The maximum concentration of hydrogen sulfide, ammonia and odor meet the Class II standard for new expansion and reconstruction in Table 1 of the Emission Standard for Odor Pollutants (GB14554-1993).
(2) Wastewater monitoring conclusion
During the acceptance monitoring, the pH value, chemical oxygen demand, suspended solids and daily average concentrations of animal and vegetable oils at the domestic sewage discharge outlet meet the limit requirements of Table 4 of the Integrated Wastewater Discharge Standard (GB8978-1996), and the daily average concentrations of ammonia nitrogen and total phosphorus meet the limit requirements of the Indirect Emission Limit of Nitrogen and Phosphorus Pollutants from Industrial Enterprises Wastewater (DB33/887-2013).
(3) Noise monitoring conclusion
During the acceptance monitoring period, the daytime ambient noise at the surrounding plant boundary conforms to the Class III standard in the Emission Standard for Industrial Enterprises Noise at Boundary (GB12348-2008); The daytime ambient noise of Wazao Village conforms to the Class II standard in the Environmental Quality Standard for Noise (GB3096-2008).
(4) Solid waste verification conclusion
Waste engine oil and waste engine oil barrel are entrusted to Zhejiang Jintailai Environmental Protection Technology Co., Ltd. for disposal; Comprehensive utilization of takeaway after collection of waste packaging bags; Domestic garbage shall be uniformly cleared and disposed by the sanitation department.
2、 Total pollutant discharge
The total amount of pollutants discharged is calculated according to the daily discharge rate of the project monitoring. According to the report, the total amount of pollutants discharged by the enterprise in the external environment in the year meets the requirements of the total amount control index in JHJWB No. 2020039.
5、 Impact of project construction on the environment
According to the acceptance monitoring report, during the trial production of the construction unit, the pollutant discharge can reach the relevant standard limits, and the surrounding environmental quality can meet the requirements of the corresponding functional areas.
6、 Acceptance conclusion
Zhejiang Wuyi Shenlong Flotation Co., Ltd. Building Materials Branch has completed the approval procedures for the production line of 150000 cubic meters of aerated concrete blocks and 60 million standard brick autoclaved bricks, implemented the requirements of "three simultaneities" for environmental protection, basically completed the acceptance data, and completed the environmental protection measures in accordance with the requirements of the environmental assessment and registration form filing documents, and basically established various environmental protection management systems, The main pollutant indicators meet the requirements of the corresponding pollutant discharge standards, meet the requirements of the environmental assessment and registration form filing documents, and the environmental protection facilities of the project are accepted without the unqualified conditions specified in the Interim Measures for Environmental Protection Acceptance of Completed Construction Projects (GHGHGHP [2017] No. 4).
7、 Subsequent requirements
(1) It is suggested to review the pollutant discharge standard of the project to meet the current environmental protection requirements.
(2) To standardize the storage of raw materials, it is suggested that the raw materials should be stored in a closed warehouse, with spraying facilities, and corresponding account management should be established.
(2) It is recommended to collect rainwater at the initial stage and strengthen the reuse of production wastewater to achieve full reuse.
(3) Continue to improve various environmental protection management systems, assign special personnel to manage environmental protection equipment, and assign environmental protection responsibilities to each person.
(4) The acceptance monitoring unit shall further improve the acceptance monitoring report according to the requirements of the Technical Guidelines for Environmental Protection Acceptance of Completed Construction Projects Pollution Impact Category.
